In 1809, Illinois became a territory of the United States and, as such, had its governors appointed by the President of the United States. The territorial governor was Ninian Edwards who was succeeded by Shadrach Bond when Illinois became a state in 1818. Under the Constitution of 1818 the authority to approve or veto bills passed by the General Assembly was assigned to the Council of Revision, the members of which were the Governor and the justices of the state Supreme Court.
